I. C. Shrivastava, IAS (Retd.)
(Born: 07 July 1943)
Shri I. C. Shrivastava joined the Indian Administrative Service in July 1966 and retired in 2003 from the Rajasthan cadre after nearly 37 years of distinguished public service.
Before his superannuation, he successfully accomplished the long-pending amalgamation, under Company Law, of two State mineral public sector undertakings — RSMML and RSMDC — serving as their common Chairman.
Shri Shrivastava holds a Master’s Degree in English Literature (1961), an LL.B. from Rajasthan University, and a Post-Graduate Diploma in Development Administration from the University of Manchester, U.K. (1981–82).
He has authored four books on governance, including Challenge and Change in Administrative System and Bureaucracy in Action.
He has been actively associated with several well-known non-governmental organizations in Rajasthan and has served as Chairman of Nirmal Vivek Special School for Mentally Challenged Children for over three decades.
A governance specialist, Shri Shrivastava authored the first and second Citizen Charters of the Food & Civil Supplies Department and the Revenue Department while serving as Principal Secretary and later as Chairman, Board of Revenue, during 1998–2000.
During his career, he held several senior positions including District Collector of Barmer, Sri Ganganagar and Bharatpur, Divisional Commissioner, Jaipur, and Secretary/Principal Secretary in as many as 17 departments of the Government of Rajasthan. These included Education (University, Secondary, Elementary and Primary), Revenue, Social Welfare, Women and Child Development, Tourism, Culture and Sports.
As Chairman, Board of Revenue (1998–2000), Shri Shrivastava led the Golden Jubilee celebrations in 1999, which witnessed active participation from all Divisional Commissioners and concerned Secretaries of the Government of Rajasthan. The occasion was graced by two Hon’ble Judges of the Supreme Court and the Chief Justice of Rajasthan, who addressed members of the Bar and participating Revenue and other officials.
